At today’s meeting of the Legislative Liaison Committee we discussed the City’s new ordinance requirint registration of lobbyists, 20 Philadelphia Code 1200. The ordinance takes effect on July 1.


Many traditional activities of lawyers may constitute lobbying under the ordinance. As a general rule, if you get income through a government contact you may be acting as a lobbyist. The Pennsylvania Supreme Court has required lawyers to comply with lobbyist registration. The Philadelphia Board of Ethics is compiling regulations. The Philadephia Bar Association will be working on issues relating to traditional roles of lawyers and lobbyist registration.
