On the Governor’s Desk

Jury Duty:  House Bill 804 (Masser-R-Columbia) further providing for exemptions from jury duty.  A summary and a House Fiscal Note are available.  The Governor signed the bill into law as Act 63.  The Act allows people who had served for 18 months on a statewide investigating grand jury to opt out of future jury duty.

Prison/Parole Reform: Senate Bill 100 (Greenleaf-R-Montgomery) providing for parole and sentencing reform was amended on the House Floor, referred into and out of the House Appropriations Committee and was passed by the House.  A summary and House Fiscal Note are available.  The bill returns to the Senate for a concurrence vote.

Wiretaps: House Bill 2400 (Marsico-R-Dauphin) which overhauls the law on wiretaps and the sale of certain equipment was reported from the House Rules Committee, amended on the House Floor, referred into and out of the House Appropriations Committee and was passed by the House.  A summary and House Fiscal Note are available.  The bill now goes to the Senate for action.

Criminal History: House Bill 2407 (Hackett-R- Delaware) further providing for employee criminal background checks under the Older Adult Protective Services Act was passed by the House.  A summary and HouseFiscal Note are available.  The bill now goes to the Senate for consideration.

Emission Interlock: Senate Bill 1184 (Rafferty-R-Montgomery) relating to illegal operation of a motor vehicle without an ignition interlock was amended and reported from the Senate Appropriations Committee and is now on the Senate Calendar for action.  A summary and Senate Fiscal Note are available.

Human Trafficking: Senate Bill 338 (Leach-D-Montgomery) providing for a National Human Trafficking Resource Center Hotline was amended and reported from the Senate Appropriations Committee and is now on the Senate Calendar for action.  A summary and Senate Fiscal Note are available.

Child Molesting: Senate Bill 1413 (Ward-R-Westmoreland) further providing for the failure to report cases of child molesting was amended and reported from the Senate Aging and Youth Committee and is now on the Senate Calendar for action.

Rules Of Evidence: Senate Bill 1535 (Greenleaf-R- Montgomery) further providing for rules of evidence was referred to the Senate Appropriations Committee.  The bill concerns subpoenas for health records.

Historical Note:  Sunday (June 17) is the 40th anniversary of the Watergate break-in.  It’s impact on law and language is enduring.  Last week I was searching for the “smoking email.”  Deep in our archives, I found it.

The Free Student Research Center is now OPEN. It will be open on Mondays, Wednesdays and Fridays, from 9AM to 3PM. The Free Student Research Center is available for use by attorneys who are current members of the Philadelphia Bar Association’s Criminal Justice Section and who are court-appointed to the case for which they seek research (either state or CJA!). The Free Student Research Center is located in the Jack Myers Memorial Lounge on the Third Floor of the CJC.
