The Supreme Court of Pennsylvania has amended the Rules of Appellate Procedure and the Supreme Court’s own Internal Operating Procedures relating to petitions for allowance of appeal, stays of execution, and certification of questions of law.  The changes are effective immediately.  For the most part, the amendments transfer material from the IOPs into the Rules.
